Victus by HP Gaming Laptop 15-fa0000 (680A7AV)

Essentially, in some games, whether plugged in or not, i get really good FPS, and randomly the FPS drops suddenly and spikes, if i play like that for a while, it goes back to normal then back to spiking. Usually when this happens. I unplug, then re-plug, and its back to normal but then after a bit, its back to FPS spikes. What I've noticed is when my FPS drops suddenly, if i look up or down (the sky or on the floor) my FPS is fine but then when i look here I'm supposed to normally, it drops. I have no idea what's the issue, I tried constant RAM cache cleaning, changed NVIDIA settings, edited power plan, watched many Youtube videos and tried them, and also reset my whole entire PC to default but it's still persistent. I know for a fact it's not my laptop itself (physical hardware).

My Computer is about 8 months old. One thing to note, my charger had a wire that was glued to where its supposed to when it was new but now it's loose. And the end of the charger where you plug to an outlet is a bent but not too bent. I see this issue on games mainly such as Call of Duty WW2, Hell Let Loose, and sometimes GTA V.
