My second fan hit max 200rpm. All drivers updated

I presume you are using a piece of software like SpeedFan to see the fan RPM. Note that this software (and presumably other software like it) appears to be using an incorrect value as the multiplier for the second fan. If the second fan were really at 200 RPM, your computer would stop at system boot and tell you that a fan has failed, and the CPU speed in Task Manager would plummet to under 2 GHZ as the CPU was throttled back to keep it from overheating. I had the CPU fan fail due to excessive cat hair ingestion, so I know this from personal experience.

 

I have a brand new fan in my Omen 15 and Speedfan is claiming it's turning at 121 RPM. If I deliberately max out the CPU so that the fans both are moving about the same amount of air (as measured by placing hand an inch away from the exhaust for each side) Speedfan *still* says 104 RPM, even though it's moving as much air as the otehr fan that claims 4600 RPM. 

 

Clearly this is an issue with the fan controller's reporting of fan speeds rather than the laptop. I think it's not by accident that the Omen Command Center only reports temperatures, not fan speeds.
