Does the HP Omen 17-ck2012 laptop have two SSD slots that both support PCIe Gen 4, or is one of them PCIe Gen 4 and the other PCIe Gen 3? BC I want to upgrade with Samsung 990 pro PCle Gen 4x4.

According to this HP specs for Omen 17-ck2000 series, your model supports the dual storge with both M.2 slots being compatible with gen 4 NVMe SSDs.
OMEN 17.3 inch Gaming Laptop PC 17-ck2000 and 17-cm2000 series specifications | HP® Support
Basically, M.2 NVMe SSDs have no capacity limit. Your model should support up to 4 TB gen4 NVMe drives.
See this disassembly video. The second M.2 slot comes with a thermal shield.

Most likely, you can't install the thermal shield atop an NVMe with a heatsink (and you don't need two heatsinks). If you want to install a Samsung 990 Pro with a heatsink, you can do so without the HP heatsink.
