Operating System: Microsoft Windows 11

Hi everybody,

 

My laptop has some problems, may I seek anybody's help?

1. The bottom bar on the screen shining all the time, even though I have restarted it many times.

2. The whole screen also shines after a while. 

Could you please help me?
