@deFerran I see it on my device too, this is what I'm referring to:

 

If you don't find it, look for updated drivers on the synaptics website and then try again.

As I said on my first post:

I was trying to change my touchpad scroll direction.

First I tried through Settings>Devices>Touchpad menu but there is nothing there relate to that.

Then, I tried to upgrade the software. So I downloaded and installed Synaptics TouchPad Driver(Windows 10 v1809) and after that the Synaptics TouchPad Driver(Windows 10 v1903). Both through HP website using their find software and installation tools. 

Still nothing.

Then, I followed some suggestions that I found here saying that I should uninstall the device and restart the computer.

Now the scroll is not working.

 

After that, I tried several things that you and Asmita suggested but in the end I had to restore Windows, because nothing worked.

Now the touchpad is working, but I still want to reverse the scroll.

I already tried to update the driver.

@deFerran If you've restored windows and yet the scrolling direction option doesn't exist, its most likely not available for your device, 

let me know what you think and we'll work accordingly.

 

Also, how did you restore windows? was it using the HP recovery partition or a retail version of windows?

to restore Windows I just used the step-by-step availabe from Windows itself.

 

Based on my laptop model, can you check if it is really not availabe the scrolling direction change, please?

@deFerran There doesn't seem to be any model specific information available as such, however, it seems we've done everything there is possible to resolve this concern and yet haven't been able to activate it,

Considering we've reached the end of the line, its safe to say that isn't an option on this device.

I just found out how to changed it!

I searched for Synaptics on Windows > double clicked on the device to open options > under multiplefinger gesture menu I opened the two-finger scrolling settings > disabled "enable reverse scroll direction" > apply changes.

It`s now working properly.
