How to reduce UMA BUffer Size?

Your machine uses AMD processor.  That is a known issue which is related to AMD processors. Please check the following articles to explain why:

Thanks for reply.UMA Buffer Size can be configured only through BIOS. It would be better if you tell the BIOS making team to let user configur UMA Buffer Size.

 

Other OEM like Asus allows user to changed the UMA Buffer Size.

HP Consumer Laptop and Desktop PCs - Available System Memory Is Lower Than the Physical Memory Installed

RESOLUTION

This is by design. AMD reserves some memory capacity in order to support the Microsoft PlayReady feature.
NOTE: The available amount of memory will vary depending the amount of physical memory installed in the computer.

this is only possible with certain models indeed
sometimes a bios update will allow it, but quite rare

Here, it's mainly users just like you, who need to let HP know something, so try the different contact possibilities!
 
Memory, standard
8 GB DDR4-2400 SDRAM (1 x 8 GB)

at the moment the best you can do would be to add more memory if not already done
