I can only charge via USB-C when the laptop is turned off. The regular barrel charging port works fine. The charger I am using is for a macbook, and its a 96 watt charger. Do I need to buy an official HP charger or something? If so, any way to bypass that?

That is not enough, you need a charger with wattage rating 200W or higher for your machine.
