Product: Victus by HP 16.1 inch Gaming Laptop PC 16-d0000 (2V8U4AV)
Operating System: Microsoft Windows 11
I've been looking for ways to unlock my refresh rate but its just at 60hz, when I bought this laptop it said it was 144hz, asking for a friend.

What is your PC 16-d0000 (2V8U4AV) ? It could be one of the following machines
For example : Victus by HP Laptop 16-d0020nr
It only has 16.1" diagonal, FHD (1920 x 1080), IPS, micro-edge, anti-glare, 300 nits, 100% sRGB which is 60Hz screen
You can check using Display, for example on my machine
