issue automatic repair loop

i tried everything but it is not opening n not possible to restart. n if i reinstall the windows 10 so can i get the license key for windows 10 n office 2019

I understand that the HP laptop will be going for automatic repair.

If you have purchased the licensed version of Windows 10 and office 2019, You have to activate. For that, you have to contact Microsoft support.
