When I press my caps lock I get a pop up saying its on or off and then it goes away. How do I deactivate this feature.

Hi just like how I told the others, I solved the same issue you have right now, just a while ago. Therefore, I am not sure if this will affect any of the performance of your laptop/desktop but lemme share what I did to, I dunno, temporarily or permanently turn it off. First, I saw this solution from a person here named Easierone saying "He clicked the terminate option in the app settings of HP System Event Utility app" so I thought "Why not uninstall if I can terminate it?", so I did uninstall it. Now, I am having no problem at the moment with anything, and the caps lock notification and the number lock notification don't pop up anymore. But again, I don't want you coming at me and reporting me for sharing false information or what, but this is how I solve my problem about it.
Attached here is the proof that the HP System Event Utility (which is probably the cause of this notification pop-up) is gone because I uninstalled it.
