This delay is usually caused by outdated graphics drivers, corrupted Intel Management Engine Components, or Windows 11 Modern Standby lag.
 
When a laptop takes several seconds to wake up, the operating system is struggling to quickly reinitialize the display hardware from a low-power state.
 
Here is how to fix the screen wake delay on your HP EliteBook x360 1030 G4:
 
Step 1: Force Restart the Graphics Driver:
 
The next time the screen freezes or takes too long to wake up, use a Windows hotkey to reset the display link.
 
  • Press Windows Key + Ctrl + Shift + B simultaneously.
  • The screen will flicker and beep, forcing the graphics driver to restart instantly.
 
Step 2: Update Graphics and Chipset Drivers:
 
Outdated display drivers are the most common cause of wake-up lag.
 
  • Open the HP Support Assistant app on your laptop to scan for official updates.
  • Alternatively, go to the official HP Customer Support - Software and Driver Downloads page.
  • Enter your serial number and download the latest Intel High-Definition (HD) Graphics Driver.
  • Download and install the latest Intel Management Engine (ME) Component Driver, which controls power states.
 
Step 3: Turn Off Fast Startup:
 
Fast Startup can prevent Windows from clearing out corrupted power cache files, leading to slow wake times.
 
  • Press the Windows Key + R, type control, and press Enter to open the Control Panel.
  • Click on Power Options, then select Choose what the power buttons do.
  • Click Change settings that are currently unavailable at the top.
  • Uncheck Turn on fast startup.
  • Click Save changes and restart the laptop.
 
Step 4: Adjust Link State Power Management:
 
Windows might be cutting too much power to the internal components, causing a delay when they try to wake up.
 
  • In the Power Options window, click Change plan settings next to your active power plan.
  • Click Change advanced power settings.
  • Expand PCI Express, then expand Link State Power Management.
  • Change the setting to Off for both "On battery" and "Plugged in".
  • Click Apply and then OK.
 
Next Steps:
 
If the screen still takes too long to respond, the issue might be related to your connected hardware. Try disconnecting all external monitors, USB hubs, or docks to see if the wake time improves.
 
To narrow this down further, let me know:
 
  • Does the delay happen both when the laptop is on battery and when it is plugged into the charger?
