explain me why some OMEN laptops lost performance control

OMEN by HP Laptop 15-dc0xxx
Microsoft Windows 10 (64-bit)

when I bought my laptop in April 2019 I had performance control and since the last summer update at COMMAND CENTER I lost performance control and I was left with only a fan, how can it be resolved?

  • Running multiple instances of anti-virus software.

Graphical features and programs can use a lot of system resources.
