Product: OMEN 16.1 inch Gaming Laptop PC 16-b1000 (4Z7T3AV)
Operating System: Microsoft Windows 11

I am trying to determine if the second PCIe slot is Gen3 or Gen4. I am looking to add storage and want to know which gen drive to get.

Manual does not say much but you can install PCIe 4, it is backward compatible and the price is very small difference. If it was PCIe 4, you would laugh the whole way to the bank.
