I have no idea whats happening. What you describe doesnt make sense as I have not heard of that particular issue before.

It could be an update from something else interfering.

Can you roll the system back via a restore point, or is that disabled?

HP Recommended

I cannot rollback the system since it is 1803, even I cannot reinstall system drivers or applications  via hp recovery

OK, you didnt make the hp recovery media I take it?

If you want to reinstall Windows, use the Create media Windows 10 tool from MS directly and we can get the Omen Command working again with a little work installing a few things with the drivers page for your model.

Otherwise, I don't know why its doing what it is now.

Best I can offer.

Hello,

Did you try to update your Windows 10 via Windows update after installed Omen Command Center?

You can find solution for this problem from HP support page below.

*Edit the link to OP's model page as advise by Photoray002 sorry for make confusion I'm just copy and paste from my model support page without check first ^^;*

https://support.hp.com/us-en/product/omen-by-hp-15-dc0000-laptop-pc/20329817/document/c06054238

And this is solution for fix abnormal CPU, GPU and Memory utilization percentage only this solution won't fix network usage not showing anything.

Hope this help.

You were using an Omen dc0XXX model and the OP's is a ceXXX series. Two different series.

Just to clarify... The new Omen CC app from Microsoft is the update and it doesnt work on the older series at the moment, if thats what you update to. The article refers to the 32 bit version.

I do not recommend updating the OCC to the Microsoft version until a bios update to fix the issues comes out.
