I understand that you are unable to Prioritize Apps or adjust the Network booster on your HP Omen
It will be my pleasure to assist you and we will try to get this sorted out.
May I know since when are you facing this issue? Were there any recent updates?
Are you getting any errors when you try Prioritizing your Apps?
The Prioritization Mode might be set to Auto. The Auto mode sets the foreground app to high priority and all other apps to low. Change it to Custom.
You can Update the OMEN Command Center from the Windows Store

Click the Windows Store icon in the system tray.

Search for OMEN Command Center.

Click Update.
Wait while the program downloads and installs.

Click Play.
OMEN Command Center opens.
If the issue persists, please uninstall the HP Omen Command center.
- Select the Start button, then select Settings > Apps.
- Choose the program you want to remove, and then select Uninstall. Some apps built into Windows can't be uninstalled.
- To remove an app you got from Microsoft Store, find it on the Start menu, press and hold (or right-click) on the app, then select Uninstall.
- Restart the HP Omen and download the Command Center from this Link: https://support.hp.com/us-en/drivers

If the issue started recently, I suggest you perform a System Restore to an earlier time when it was working
- Select the Start button, type control panel and then choose it from the list of results.
- Search Control Panel for Recovery.
- Select Recovery > Open System Restore > Next.
- Choose the restore point related to the problematic app, driver, or update, and then select Next > Finish.
