Intel(R) Core(TM) i7-7500U CPU @ 2.70GHz
NVIDIA GeForce 940MX 4gb
ram 8gb with intel hd 620 integrated. all the games run perfectly in battery mode when i plug in it keep running flawlessly for a few min then suddenly the stuttering kicks in for like 3 sec then it goes back to normal but it comes back like every 2 min it makes competitive games like league of legend unplayable.
iv heard that the 65w adapter that comes with the laptop was the problem and a 90w fix it but i didnt try it yet if so can anyone confirm.
Please i need to solve this probleme Asap.Thank you.

Its possible the issue is within the charger or it's connector to the battery,
Considering it works fine when it's charged all the way to 99 - 100%
I recommend you Contact HP and have the device either repaired or it's parts replaced to fix the issue.

As I understand the FPS reduces when the adapter is connected to the PC,
I appreciate that you've attempted the steps mentioned and I'll be more than glad to help you out:
Right-click your desktop background and select NVIDIA Control Panel. You can also find this tool by performing a Start menu (or Start screen) search for NVIDIA Control Panel or by right-clicking the NVIDIA icon in your system tray and selecting Open NVIDIA Control Panel.
To quickly set a system-wide preference, you could use the Adjust image settings with the preview option. For example, if you have old hardware that struggles to play the games you want to play, you may want to select “Use my preference emphasizing” and move the slider all the way to “Performance.” This trades graphics quality for an increased frame rate.
By default, the “Use the advanced 3D image settings” option is selected. You can select Manage 3D settings and change advanced settings for all programs on your computer or just for specific games. NVIDIA keeps a database of the optimal settings for various games, but you’re free to tweak individual settings here. Just mouse-over an option for an explanation of what it does.
If you have a laptop with NVIDIA Optimus technology — that is, both NVIDIA and Intel graphics — this is the same place you can choose which applications will use the NVIDIA hardware and which will use the Intel hardware.

I reviewed your concern and the entire conversation, did some research and here's what I recommend:
I'm glad you've done the steps advised prior to being suggested to do so, that said, you may want to update the BIOS and the graphics card from the HP website: Click here to find and install the same.
If the issue persists, please run a hardware test to identify the issue:
If the HP PC Hardware Diagnostics for Windows app is not available on your computer, download the latest version from the HP Hardware Diagnostics website.

In Windows, search for and open the HP PC Hardware Diagnostics Windows app.

On the main menu, click System Tests.

Click the System Extensive Test tab.

Click Run once.
While the test is running, the time remaining and test result for each component are shown on the screen. The test can take 2 or more hours to complete.

If a component fails a test, write down the failure ID (24-digit code) so you have it available when you contact HP Customer Support. The information is also available in Test Logs on the main menu.

* Enter Product number or select to auto detect
* Scroll down to "Still need help? Complete the form to select your contact options"
* Scroll down and click on HP contact options - click on Get a Case & phone number.

Thanks for helping me out.I have already updated the bios and graphic card,i did the hardware test there was no Errors...
So as i asked in my first post could it be a charger probleme?(in the back of my laptop is written 19v 3.33a,same thing in the charger)
EDIT:well since none of the tweaks that ive tried worked i tried one last thing and it worked.well that doesnt solve the probleme but i have found that playing with the charger plugged in with the battery at 99% and i had no stutter.but does that affect the battery life?

thanks for helping me out.so since we know now that the probleme is from the charger im just gonna accept it as a solution.but hp should consider providing the right parts for their products cause now i need to buy a new charger and there gonna probably be alot of persons that gonna suffer from this probleme

I understand when you play games the FPS drops low on your laptop.
Don't worry I'll try to help you out.
Did you make any software or hardware changes on your PC?
Does the FPS drop while using the laptop with the Adapter or without the AC adapter?
Please provide the product number of your laptop to assist you better.
As you mentioned when you play games the FPS drops low on your laptop.
Try updating the BIOS and graphics drivers on your PC using HP support assistant and check if it helps.
Refer this article to know more information about using HP support assistant.
Refer this article to know more information about Improving Video Game Performance or FPS on your PC.
Also, try the steps recommended below.
If you have an NVIDIA graphics card on your PC try the steps recommended below.
Try going into NVIDIA Control panel > Manage 3D Settings > Global Settings > Power Management > Prefer Max Performance. Then Apply, and then try running your game on battery.
Battery Performance: Seton High Performance.
* Advanced Battery Performance: Edited to use a minimal of 60% of the CPU.
Also, if the issue persists uninstall the graphics driver from device manager and install the driver using NVIDIA auto driver utility directly from NVIDIA website.
This should install the best and latest driver on your PC.
