hello , in all the games i play on my hp omen 15 with RTX 3070 and i7 10th , the CPU usge is always on 100% while the GPU is always just chilling at 20% to 50% max , and the performance in games is terrible, im not sure what is the issue, if anyone knows how to fix this please help me

The problem your HP Omen 15 is experiencing appears to be a severe hardware bottleneck, where your CPU is maxed out at 100% capacity while your powerful RTX 3070 GPU sits mostly idle. This happens when the processor cannot feed instructions to the graphics card fast enough, resulting in terrible gaming performance and low frame rates.
 
To fix this, work through the following troubleshooting steps in order.
 
1. Change the Windows Power Plan:
 
An aggressive "Power Saver" or a corrupted power plan can artificially limit your CPU clock speed, forcing it to hit 100% usage even on light tasks.
 
  • Open the Start Menu, search for Edit Power Plan, and click it.
  • Click Power Options in the top address bar.
  • Select High Performance or HP Recommended.
  • Click Change plan settings -> Change advanced power settings.
  • Expand Processor power management -> Minimum processor state. Ensure it is set to 5% on battery and 100% when plugged in.
 
2. Configure NVIDIA Control Panel Settings:
 
Your laptop might be accidentally running games on your CPU's integrated graphics rather than your dedicated RTX 3070.
 
  • Right-click on your desktop and open the Nvidia Control Panel.
  • Go to Manage 3D settings under the "3D Settings" menu.
  • Under the Global Settings tab, locate Preferred graphics processor.
  • Change it from "Auto-select" to High-performance Nvidia processor.
  • Click Apply at the bottom right.
 
3. Check for Thermal Throttling:
 
HP Omen laptops can get very hot. If your Intel i7 10th Gen CPU hits its thermal limit (usually around 90° - 100°), it will dramatically slow down its speed (clock frequency). A slowed-down CPU has to work much harder, pinning its usage at 100%.
 
  • Download a freeware monitoring tool such as HWMonitor or MSI Afterburner.
  • Leave the tool running in the background and launch a game for 10 minutes.
  • Check your CPU temperatures. If they are exceeding 92°C, your laptop is thermal throttling.
  • The Fix: Clean out the dust from your laptop's intake fans using compressed air, elevate the back of the laptop while gaming to improve airflow, or consider reapplying high-quality thermal paste to the CPU and GPU.
 
4. Adjust the Omen Gaming Hub:
 
The built-in HP software can sometimes conflict with Windows power delivery or limit performance profiles.
 
  • Open the OMEN Gaming Hub application.
  • Select your Laptop from the left-hand menu and navigate to the Performance Control tab.
  • Switch the mode from "Eco" or "Balanced" to Performance.
  • Ensure the fan control is set to Auto or Max to prevent heat buildup.
 
5. Rule out Background Malware:
 
A background process might be consuming your CPU resources before you even launch a game.
 
  • Press Ctrl + Shift + Esc to open the Task Manager while sitting on your desktop (with no games running).
  • Click the CPU column header to sort by highest usage.
  • If you see an unknown application or a Windows process (like Windows Update or Antimalware Service Executable) using more than 10% to 15% of your CPU at idle, let it finish its task or perform a full malware scan using Windows Defender.
 
6. Increase Game Resolutions and Visual Settings:
 
Counterintuitively, running games on "Low" graphics settings shifts the performance burden entirely onto your CPU.
 
  • Open your in-game settings menu.
  • Raise your resolution to your screen's native 1920x1080 (or higher if using an external monitor).
  • Increase graphics settings like textures, shadows, and effects to High or Ultra.
  • This forces the game engine to utilize your RTX 3070, pulling the workload off your CPU and balancing out the utilization percentages.
 
7. Clean Install Graphics Drivers:
 
Corrupted display drivers can cause communication breakdowns between the CPU and GPU.
 

 

Summary:

 

Your i7-10870H/10750H CPU appears to be being artificially constrained, running too hot, or the system is failing to hand gaming tasks over to your RTX 3070. Updating your power profiles to High Performance, forcing the discrete GPU in the Nvidia Control Panel, and checking for thermal throttling will fix this optimization bottleneck.
