I believe HP Easy Scan is compatible with macOS 10.14 Mojave. You may download and install HP Easy Scan from here. 

Instruction on how to use HP Easy Scan can be found here.

I just tried that version of Easy Scan to connect my Scanjet 3110 to my mac mini running 10.13.6 - no luck.  Hope you get better results
