Operating System: Microsoft Windows 10 IOT

I have an HP Colour Laser Jet CM1312 MFP and when I switch it on the power light flashes briefly then it goes of and the printer does not respond and it appears there is just no power.  I have tried different kettle leads but it just will not turn on.  Any ideas please?  Thanks
