I can no longer access wireless the printer web page to make necessary changes for scanning target folders etc. I get a message saying "This connection is not private" warning me saying that this web page could be someone trying to obtain data from you. I habe recenmtly upgradfed to IOS High Sierra 10.13.6

Might be your router / network security / computer security -- I don't speak "Mac OS"; my understanding of what lurks in your network and / or the OS is (for practical purposes) non-existant.
In general, though, this is a "browser" thing.
If you cannot bypass the message, try a different browser.
The message is somewhat legitimate in that trying to access a device via the IP address could indicate nefarious activity. Some browsers allow you to "add an exception" or at least bypass the warning.

Unless there is something very different about Mac OS, (re)installing the printer software is not relevant to the Embedded Web Server (EWS) printer access / management: No need to continue (re)installing the printer software.
You might create a bookmark to the URL to include the "https://192.168.x.xx"
If I think of anything substantive to add, I will post back.

Hello,
The message appears when the connection is a non-secure browser connection. The web address starts with http and not https. It does not relate to your router. It is alerting you the connection is not encrypted. You can safely proceed with the connection.
These are screenshots from Safari and Chrome. You will have to show advanced to see the link to connect.

I had not run across a "non" movable barrier in Safari -- I only use it in iPad; I didn't know if the experience would cross over to the Mac OS / browser(s).

Makes sense -- if the printer is not "clean" on the network, things are going to be flakey -- unfortunately, the resulting errors sometimes obscure what is really wrong.

The easiest way to connect to your new HP printer is to log onto your network router. Once connected look for the connected devices. You will be able to find your printer by looking at the device name in the webpage you were receiving the error on. Once you have located the IP address of your printer, open a new browser window/tab and enter the IP address you found in your router for the new printer. The printer webpage with configuration pages will come up in Safari without any errors.
