1) what if it is wireless? do I disconnect internet?
2) remove icon means removing device from devices & printers or uninstall HP program?

I tried to install so many times that I don't know how to count that far.
I logged in as administrator, ran OJ_AIO_4500_G510n-z_Full_Win_WW_140_408-5.exe as administrator, not before I took ownership of PrgramsData and Program Files (x86) including common files, and of course windows\system32\spooler etc
Nothing helped!
it is a good time to abandon HP all together, even if I solve this one it may happen again in some future update.

Welcome to the HP Community. This is a great place to get support, find answers and tips to your technical queries. I have reviewed your post and I understand, there's an issue with the printer installation.
Appreciate you trying the troubleshooting steps. Don't worry, I'm here to help!
Let's begin with rebooting the router, printer and the computer and then try these steps -
Solution# 1 Download and run HP Print and Scan Doctor -
Click here to run the HP Print and Scan Doctor.
Solution# 2 Re-install the printer drivers -
1) In the search box, type and open "Uninstall a Program".
2) Look for HP Printer software.
3) Right-click to uninstall.
4) In the search box, type and open “Devices and printers”.
5) In the Devices and Printers, look for your HP printer. If you see it listed right-click on it and choose “Delete” or “Remove Device”.
6) Open the run command with the "Windows key + R" key combo.
7) Type printui.exe /s and click Ok. (Note: there is a space in between “printui.exe” and “/s”).
8) Click on the "Drivers" tab.
9) Look for HP Printer driver. If you see it Click on it and click “Remove” at the bottom.
10) Select Ok.
11) Select Apply and Ok on the Print Server Properties windows.
12) Close Devices and Printers Once the software and drivers are removed.
13) Restart the computer.
14) Download and install the software and drivers from here.
If the issue still persists, try the next solution.
Solution# 3 Repair system files -
1) Close all open programs and apps running in Windows.
2) Search Windows for command, right-click command prompt from the list of search results and then select Run as Administrator.
3) Type sfc /scannow in the command prompt, and then press Enter. The Microsoft SFC utility attempts to find and repair any damaged or corrupt files.
4) Try to install the HP driver and software again.
If the error message displays, click Cancel and then continue to the next step.
Solution# 4 Use Microsoft Fixit Solution -
Go to this link. Follow the on-screen instructions, and then continue to the next step.
If the issue still persists, please refer to step#6 from this document.

even after rolling back to version 1803 and neutralizing windows updates
is there a newer hp printer with windows 10 installing program (not like OJ_AIO_4500_G510n-z_Full_Win_WW_140_408-5.exe which keeps failing)?

Thanks for replying. Let's try these steps -
1) Right-click on the Start or the Windows icon and open run.
2) In the Run box, type %temp% and hit on "Ok". This will open the "Temp" folder.
3) Select "Date Modified" to "Today" and look for a 7z.... folder.
4) Open the folder and look for a .msi file.
5) Right click on it to install.
Try running the downloaded file in compatibility mode. Once the driver is downloaded, right click on the download in the browser and then click on "Show in folder". Right click on "Properties" and then click on the "Compatibility" tab. Select, "Run this compatibility mode for:" - Windows Vista. Also, check the box for "Run this program as an administrator".

surprise!
found only SETUP_PATCH.PACKED.7Z with setup.exe of 2,495,320 bytes related to symantec that I don't use (I have no program of symantec installed or waiting to be installed).
Inside the 7z I found only setup_patch.diff of 649,994 bytes, a binary also related to symantec.
This is a puzzle unless MS is using a symantec program for some purpose.
But both files are from November 30 2018.
I would have attached them if it add something if I only new how.
But yesterday I rolled back further to October 18. By rolling back I mean replaced C: (system disk) by its image.
The printer worked until the first days of November. Then I updated to winver 1809 and the printer stopped.
Rolling back to winver 1803 from November 1 and neutralizing windows updates solved the problem until yesterday.
Now everything related to HP is in C: either in ProgramsData or Programs Files (x86) including Common Files or Users or the registry.
So rolling back should have waked up the printer but it did not.
I'm so helpless that I think of throwing HP and replacing it by some other printer.

I ran again HP Print and Scan doctor and answered that my printer was not in the home network (since I really didn't see it even after I reentered my router password). I was told to connect my printer with usb to transfer printer info to the pc or vice versa and it got stuck ( I didn't get any next at the bottom of the screen and it looks like working) BUT my printer reappeared in the network!!
Now I have two questions:
1) Is it advisable to leave the usb connected to pc (I have two HP 4500 in control panel devices and printer: one is wireless, my default and one is connected with usb but I did not connect it since the wireless worked)?
2) now that printer is in network and seems to work is it advisable to receive windows updates (that I neutralized)?
I'm in windows 10 pro winver 1803 build 17134.345 because I rolled back)?

As the printer is now connected to the network, you can unplug the USB cable and try printing. You can install the updates as well.

another solution: since after HP print & scan doctor it printed the first page and that's it. restarting the pc or the modem router didn't help and I had to finish the job with a usb connection. reinstalling the program never will help since the latest is from 2015 and doesn't know what windows 10 is. Taking owner ship of the whole windows, programdata, program filoes, program files (86) and being an administrator didn't help.
Found another solution: kicked the 4500 and bought a newer HP 8720, received all updates and now I'm in winver 1809 build 17763.292 and the 8720 did't wink and continued to work, be on wireless.
One word of caution though: the 8720 is heavy physically, much bigger than the 4500 but it gives me some peace for now
