What error do you see? I can successfully download the utility using the link provided by you.

 

Try using the HP Smart app instead, see 'Connect a printer that does not have a touchscreen control panel > Step 2: Connect the printer with the HP Smart app'.

 

To reset your printer's WiFi settings, be sure to press and hold the Wireless button for more than 20 seconds until the Attention light blinks. The printer might restart:

Try using this link instead, although the original one does work for me and probably fails due to your internet connection:

http://ftp.hp.com/pub/softlib/software13/printers/HPEasyStart_11_0_4498_30.exe

 

If that fails too, please try the other method included in my previous post.
