I am receiving an error message that states Scanner Error 16 Turn off then turn on. I have done this repeatedly. I have also unplugged power cord from back of computer and wall, and plugged back in. Still receiving the same error.
Any assistance would be greatly appreciated.

Good Day. A warm welcome to the HP community. I reviewed the case regarding scanner error messages on the printer. I will be delighted to assist you here.
Superb description, brilliant troubleshooting and terrific observations made before posting. Kudos to you for that. 🙂
To assist you with accurate information I would require more information regarding this:
- Did this happen after a power outage or surge?
This looks like a hardware issue with the printer and it needs to be replaced. For now please try these steps:
- Please perform a hard reset on the printer from this link: http://hp.care/2Dl42ve and perform only step 1 and check if it resolves the issue.
- If the problem continues, I will send a private message to perform a super NVRAM reset to factory settings.
- Try those steps and check if the issue gets fixed. Please keep checking your forum private message box for a message from me.
- Even after a Super NVRAM reset if the problem persists, then contact HP phone support to get the printer replaced. I am being honest about it by keeping your best interest in mind.

- Once the support page opens please select the country in which you're located. Next, enter your HP model number on the right.
- Next, choose the 'Contact Support' tab at the top and scroll down to the bottom of the 'HP Support- Contact' page to fill out the form provided with your contact information.
- Once completed click the 'Show Options' icon on the bottom right.
- Lastly, scroll down to the bottom of the page and select 'Get phone number.' A case number and phone number will now populate for you.
They will be happy to assist you immediately.
If the unit is under warranty, the manufacturer’s warranty should take care of it for you.
Please perform all these steps patiently as it is critical to resolving the issue. The trick is to remain patient, please.

We have had this problem, and have tried this (MANY times) - and all sorts of other things, over and over again! (We have frequent power outages as we live in South Africa and what started as an intermittent problem became worse and worse until we just could not get it to start).
I sent it in to the local agent and they want me to REPLACE the scanner bed (despite the scanner working perfectly when we COULD switch it on) and the ADF - for almost the same cost as what I bought the printer for in the first place!
The printer is about 2,5 to 3 years' old and cost a LOT of money - and has been an absolute hassle for the last year.
It is extremely annoying that it either just does not initialise or gives an error 16 - for a problem with the ADF /or scanner!!!
Not impressed and do not want to pay THOUSANDS for a new scanner unit cable when I should be able to replace that one small part for a few bucks. NOT okay, (Waste of money and waste of parts/plastic discarded into the environment.)
I need to be able to PRINT - I want the printer to at least START - even if it cannot feed paper!! This is NOT okay.
