My printer fan and motor comes on and off all day, even when I am not using it.

Yep. I noticed this too.

 

The fan turns off for about 4 seconds then the printer makes some "clicks" as if it's turning back on and then cycles for another 5 seconds and thre or 4 seconds later (after about 12 seconds total) the fan turns back on. The fan then runs again for approximately  20 seconds then repeats the entire process over and over, and over and over and over. . .

make sure you have the current firmware installed on your machine. Print the config page and then go to support.hp.com and compare your currently installed firmware to the version posted for your product. Install new firmware if your's is older.
