I Install a brand-new printer (HP MFP E47528) with a static IP address, and it keeps going offline with a new IP address 169.254.x.x. I know it's not a cable issue because I reconnect the old HP and that works with no issue.

Any idea as to what is causing this?

The address you show is typical of a self assigned address when the printer is set for DHCP and there is no DHCP server present to assign an address. Make sure that the switch to static address was completed. Also try rebooting after setting the static address as the network often needs to be reset for the change to take.
