Operating System: Ubuntu LTS
It is a surprise that HP Laserjet MFP M28 is not scanning unter Ubuntu 20.04 or 18.04 but HP declares it functional.
This worked for me:
Delete ippusbxd
sudo apt purge ippusbxd
Install driver hplib
Install libusb-0.1-4 , if not already installed
sudo apt install libusb-0.1-4
Make sure that the scan resolution doesn't exceed 300 dpi.
