Hello HP Support Community,

We are setting up an HP LaserJet Pro MFP M428fdw on Windows 11 in our corporate office and need guidance on document scan compression settings.

When scanning multi-page legal affidavits, memorandum documents, and incorporation certificates for upload to the SECP Portal eServices ,the portal requires multi-page PDF files to stay strictly under the 5MB file limit while maintaining clear 300 DPI text legibility for stamp paper signatures.

Currently, using the default HP Smart / HP Scan software profile:
1. Scanning at 300 DPI produces a PDF larger than 8MB.
2. Dropping to 150 DPI reduces size but blurs official seals and lawyer signatures, causing upload rejection.

My questions:
1. Is there an official HP TWAIN driver or HP Scan profile setting that optimizes multi-page black-and-white legal document compression (JBIG2 / CCITT Group 4) under 4MB without sacrificing 300 DPI legibility?
2. Does HP provide an updated full-feature software suite for Windows 11 that supports automated portal-compliant PDF output?

Any recommended configuration or scanner driver settings would be greatly appreciated!

To help us better understand the situation and provide the most appropriate recommendations, could you kindly confirm the following details?

  • Are you using HP Smart(Now its "HP App" no more HP smart ), HP Scan, or the HP TWAIN Scan Driver for scanning?
  • Is the scanner connected via USB, Ethernet, or Wi-Fi?
  • Are the originals primarily black-and-white text documents, or do they contain color seals, stamps, and signatures?
  • Have you tested scanning from another Windows 11 PC to see if the behaviour remains the same?

In the meantime, kindly try the following troubleshooting and optimization steps:

  1. Open HP Scan and create a new custom scan profile.
  2. Set the document type to Black & White Document rather than Color or Grayscale.
  3. Keep the resolution at 300 DPI for readability of legal text and signatures.
  4. Select PDF as the output format.
  5. If available, enable OCR (Searchable PDF) and compare the resulting file size.
  6. Review the PDF compression settings within the scan profile and select the highest available compression level.
  7. Update to the latest HP Full Feature Software and Drivers for your printer.
  8. If using HP App, test scanning through the HP Scan application included with the full driver package, as it may provide additional scan configuration options.
  9. Verify that Windows Image Acquisition (WIA) services are running properly and that the latest scanner driver is installed.
