Is it possible to load HP Smart app to a tablet?  If so, please provide link.  Thanks.

For use on Windows:

HP Printers - Using the HP Smart App (Windows 10)

 

 

For use on mobile devices:

HP Printers - Using the HP Smart App (Android, Apple iOS)

 

NOTE:  In most cases, the "best" option for Windows (providing the most features and control), is to install the Full Feature Software for the particular printer.  In point of fact, it may be necessary to install the FFS to effectively us the HP Smart software.  HP Drivers & Downloads
