Microsoft Windows 10 (64-bit)

I have an HP MFP M477FDW and every since the beginning it has created these black streaks during printing.  Does anyone know how I can fix this?  I am willing to take apart a piece to clean or inspect it.  I have done the cleaning page several times but it does not fix this issue.

Note that it only shows up on the page that is printed.  If you print a document duplex, it shows up on both sides.

What is the distance between 2 streaks?

If the distance is 22,6 mm ( 0,89in) or 23,6mm (0,93in) then it is the black toner defective and needs replacement, can't be cleaned. You might try to get your toner for a warranty replacement.

It does appear that its a little less than 1" on the repetition.  So I just need a new black toner?  Does HP ever replace them even after the initial warranty period is up?

The new black will fix you print quality.  You can try to return it if you will be very persistent you might get a new toner.  HP support should know how to handle defective toner when you mentioned printer model and repetitive defect on a printout.

The warranty on an HP toner is until low is reached on the supply level. If a cartridge fails before that, regardless of time (within reason) HP should replace that cartridge for you.
