Good Day. A warm welcome to the HP community.
I reviewed the case regarding issues with the printer's language. I will be delighted to assist you here.
Superb description and terrific observations made before posting. Kudos to you for that. 😉
Please try the following steps:
- Press the Power button to turn on the product.
- On the control panel, press the Setup button to open the main menu.
- Press the Left Arrow button three times to select System setup, and then press OK . The Language option displays.
- Press OK to open the Language menu.
- Press the Right Arrow button to select the language that you want to display, and then press OK .
Press the Return button twice to go back to the main menu.
This should do the trick for you.Please perform all these steps patiently as it is critical to resolving the issue.

That's just it. I can't even get back to that screen. The country is when you first initialize your printer. It first asks for a language and then asks for your country. I tried going back and the printer wouldn't let me. I've seen prior posts where an hp rep privately messaged how to change country on settings. I am asking if you can do the same for me... please?

Thanks for the response.
Touch the control panel display to select print options from a menu. Swipe your finger across the display to scroll through the menus.
select the "settings" and you will find option to change the country.
