If you're seeing a splattering of dots on the pages, the toner cartridges of the colors you're seeing are defective. This is especially common with re-manufactured/non-OEM cartridges. I believe it has something to do with how the cartridges are not handling the high-voltage charge they are being given, or the seals/metering blades are not doing their job and allowing extra toner to leak out and scatter onto the paper.
I've seen this many times with multiple customers, and have even seen all three colors at the same time, but black is never one of them for some reason. I simply replace the color cartridges that are the problem and the problem is fixed, however, sometimes even the new cartridges will still act up, then I make sure to put in HP OEM cartridges so I don't have to keep going back. If your cartridges are fairly new still, contact the supplier where you got them from for warranty replacements.
UPDATE EDIT:
Looking at your picture of your issue, I see all three colors of yellow, magenta and cyan being splattered on the page. For my customers when I would see this, I'd replace all 3 cartridges.

Cam you post a sample. If the are equally spaced and repetitive then usually it is toner related. But as you state that the dots are different colors that may not be it. You can check the drums on the cartridges to see if any debris or damage lines up with the dots.
