when I print out the paper find the toner incorrectly attached to the paper and fuser is not hot

If your printer is a P4015 you may have an issue that is developing due to Firmware, many people never update their printer Firmware and some of the earlier versions for the P4015 caused Fusers to fail prematurely, although not with the sympom you have.
It is also possible that the Fuser Mode for the paper type you are printing has been changed from the default setting to a lower temperature.
One more thing, if you are using Heavy Media you need to tell the printer what media type you are using, the Fuser runs hotter when you print on Heavy Media.
If you are printing checks and using MICR Toner you have to run the fuser hotter than normal for the MICR toner to melt to the paper. (simple way to do this is select heavy media in the driver).
