Stuck on 99% for few minutes and than I get: "An install operation took too long to execute. This is a fatal error preventing product use. Please restart your computer and run this installer again."
What I did until now:
Redownload the standard and full version of the driver, running as administrator, running from a different username (domain administrator).
The computer is a brand new running Windows 7 Pro 64bit with the latest updates, connecting to 2008 R2 Domain controller.
In eventlog, the only error I see is WMI event ID 10 (something about //./root/CIMV2 , SELECT * FROM __InstanceModificationEvent WITHIN 60 WHERE TargetInstance ISA "Win32_Processor").

I removed the UNIVERSAL PRINTER DRIVER - rebooted the PC - and was able to successfully run the HP installation package for basic print and scan functions.
"Are you having UPD(HP Universal Printer Driver) driver installed on your system? your problem seems to be the UPD driver conflict with M1536 driver, if it is possible, please clearly uninstall the UPD before your new installation try with M1536 software driver."

It seems a customer environmental issue, a few tips might be helpful to have a try,
1.) Downloading the full SW/Drivers from HP.com. 2.) Disabled firewall on PC (I had Norton's Firewall). 3.) Ran the downloaded executable as administrator. (Even though you have already logged in as the administrator on the PC's, you might still have to run some installs as administrator (right click on exe and select "Run as Administrator".
2.) Run the Un-installation completely to avoid potential interruption from previous unsuccessfully installation leftover.
3.) If it is possible, please uninstall UPD first before m1536 installation, check the logfile to see if you can see the conflict error message between UPD and M1536 software driver.
4.) As one of the workaround, try the HP Basic Printer and Scan Driver on Hp.com.
5.) try to use Network setup other than USB connection, with latest SW package downloaded from HP website.
Some helpful HP utility tools are available, like HP Print Diagnostic Utility, it can help to disgnose and eliminate some common causes.

Installing a printer with USB (not network)? Try the HP Print Diagnostic Utility
HP suggests that you download and run the HP Print Diagnostic Utility, which was recently updated and enhanced with new capabilities. While not all types of printing communication problems are addressed with this software utility, many common problems are resolved. This utility can be used to troubleshoot and in some cases directly fix common connectivity problems experienced with many of hp’s all-in-one devices when used on Windows XP, Vista and Win7 systems (administrator privileges are necessary in order to run the utility).
If the HP Print Diagnostic Utility detects missing or incompatible software parts, the utility will offer to uninstall the current parts so that a subsequent reinstall process will go smoothly. The uninstall / reinstall process usually resolves printing connectivity issues with a minimum of further fuss.

I had this printer installed on a XP machine. Was printing OK but would give an error message of the scanning being blocked. Fire wall is off. I have same printer set up at a different location and works fine.
Was going to re install after an uninstall to see if that would solve the scanning issue. Now when I get to attach usb cable it hang at 99% then fails. I have tried to uninstall with control panel. I have restarted the print spooler. I have tried down loading latest software and drivers. I ran the HP printer diagnostic utility with no help.
Running out of ideas. Any suggestions would be great.

Are you having UPD(HP Universal Printer Driver) driver installed on your system? your problem seems to be the UPD driver conflict with M1536 driver, if it is possible, please clearly uninstall the UPD before your new installation try with M1536 software driver.
Another workaround is try the Network install way, I mean when choosing the connection during installation, choose network by designating IP address of the printer and proceed with installation in network way. this could help you to come over the UPD confilct, if exisit.
