Use an application or software that understands the concept of "Scale".
HP App / HP Smart is not suited to "print to scale" -- to date, the application lacks a "Scale" setting to adjust print size.
Windows provides a number of printing options that understand Scale, including -- depending on the printer model -- a full driver printer software that supports printing from third party programs (for example, Adobe Reader).
Browser printing might offer a Scale setting.
