Printer has power but wont load completely

Power went out last night.i came I to use printer and it wont load all the way.  Just keeps reloading but never loads all the way. Is there a way to factory reset?

Turn the printer OFF, press and hols both left arrow <- and cancel X turn printer ON, keep holding both buttons pressed until Permanent storage message appears on the front screen.

It is a touch screen and none of the icons are lit up. Only the display. It loads 1/4 of the way then screen turns white and starts to reload over and over

Press and hold the bottom left side of the touchscreen, turn printer ON and keep pressed bottom left side until Permanent storage message appears.
