There is a long flexible cleaning blade that wipes the toner off into a channel and then auger moves the toner out to the waste bottle.
In your case it looks like a section of the blade has failed, or possibly the toner is not being moved out of the channel and so much has built up that it is coming back out onto the belt at the weakest point.
Since it seems the belt has failed and it's not at its end of life you might be able to get it replaced as a warranty part.

Open the side cover and Slide the transfer belt partially out of the machine and see if there is a line on the Belt matching the line on the paper.
It may be that the belt is not being cleaned properly and the toner that is staying on the belt is being transferred to the paper.
