HP Recommended

I have an HP ColorLaserJet 400 color M451dw. I am trying, and failing ,  to configure the wireless settings on this printer. I have attempted using current Mac o/s  (Tahoe 26.2) and have available Windows 11 running in a VM. Things I have tried -
a) Using the printer web management page while hardwired . Then unplug the ethernet and reboot . (settings don't stick ) .  Although wifi is ON SSID remains blank . 
b) Using 'HP Easy Start' from Mac w printer connected via USB. Result - printer is recognized but Wifi does not scan AND inputting wireless SSID manually and credentials does not result in these values getting set to the printer.
What am I missing ? How can I get the wireless configured on this printer ? Is there a legacy tool or technique that I can use?
