HP Laserjet CP 1025
Microsoft Windows 10 (32-bit)

Bought myself a Laser printer HP Laserjet CP 1025.  Using regular paper no problem, but using pre printed paper (diploma's) gives dirty prints.

Is this a matter of settings ??  or what....................

It could be because diplomas are printed on rough paper or it could be called heavy paper and those are settings that you can make in the printer and also specify in the driver.

Any pre printed paper also has to be rated for use in a laser printer since the ink that is pre printed on it has to be able to handle the fusing temperature.
