i am getting bubbles with faded smudges in no specific pattern all through the left side of page

I tried to lower the toner and cleaned the whole cartridge , but still the issue persists..

That defect looks like either a high voltage issue or a bad fuser. You should remove the cartridges and check to make sure all the contacts are in the proper place and are clean. The contacts are shiny thin metal springs that engage with corresponding shiny contacts on the cartridge. You may also have a bad cartridge at is shorting out the high voltage supply. If you recently changed a cartridge put the old one back in if you have it and see if the error disappears.
