I have brand new ink cartridge, that the printer will not accept.  just keeps asking me to remove and reinstall.

Is it an HP OEM cartridge or aftermarket? It's likely defective. Check and clean the electrical contacts on the cartridge and in the place it goes in. Try a power reset by unplugging the printer while it is powered ON, wait 60 seconds, then plug it back in and power it up and try again. If it still fails, try a different cartridge.
