I suspect you may have a print job being sent to the printer that it cannot process, causing it to loop repeatedly as it tries to automatically clear the error, but every time it boots up, the file is sent to it again causing it to error out.

If you watch the screen on the printer, is it reporting a 49 or 79 error?

49 & 79 errors are often caused by a print job that the printer can't process, typically due to a font or other command inside the job. Usually PDF's or webpage prints are at fault, but could be anything.

Go to your printers print queue, cancel the document.
Power the printer Off.
Disconnect the data cable from the printer.
Power the printer On and wait until it comes Ready. If it comes Ready and you can print an internal test page from the printer, then the printer is OK. If it doesn't come ready, try a Power Reset.

If you try to print the same document again with the same 49 or 79 error result, it is a problem with the document. Typically a font in the document that the printer can't process. If it's a PDF, you can go into the Advanced Tab and select "Print as Image" option and print your document. If it's a web page, you can save it as a PDF and then print as an image.

Sometimes deleting and installing a new printer driver can also help.

If you are the only one printing to the printer, go into the printer's print queue on your computer, delete all the pending print jobs, then shut down the printer and restart it. It should power up OK now. If there are others printing to the printer, you'll have to track down all of the pending print jobs on all computers and cancel them all. One of them will show a print job that is in error to print. Avoid printing that job to your printer, but if you really need it, try a different printer. Also, updating the printer's firmware to the latest version can help, but is not a guarantee.

Another option to try if that didn't work is a Power Reset to eliminate a possible logic or power issue:
First, make sure the printer is plugged straight into a wall outlet and not a power strip, surge protector or UPS.
With the printer plugged in and powered ON, disconnect the power cord from the printer. This will hopefully dissipate any electricity stored in the printer that could be hindering it.
Wait at least 30, preferably 60 seconds.
If there is a power switch, turn it to the OFF position.
Plug the power cable back into the printer.
Turn the printer ON with the power switch.
