-I am getting black screen with all the LED's on such as X, ! <, > see attached image.
-Have tried updating firmware already
-Tried another known good power cable
-Tried connecting to wall directly.

Try an NVRAM reset , if that does not resolve the issue then likely the formatter has failed. Skip step one as you cannot print a config page.
