I am unable to change the default settings from 2-sided printing to 1-sided printing under preferences and properties there is no option to select

There are a couple of possible issues here.

 

1. The wrong driver is installed, often the Microsoft IPP driver gets forced by Microsoft.  Check driver and reinstall as requires.

2. Most HP printers have a duplex always on setting in the printer setup itself. You need to access the Embedded Web Server of the printer by typing the IP address of the printer into the address bar of your browser or check the Smart App for this feature.  You will need either theb default pin printed on the  cartridge carrier  or the password you set during set-up.  Once in the EWS, look for printer defaults.
