Hi I just received water soluble transfer paper to use on polymer clay evidently because I have an inkjet printer it won't work, first is there a right or wrong side to transfer paper it is blank, so I added my own pictures.  I tried it and it just wipes right off. did not realize I was supposed to use a laser printer, is there any way to still use it. Or did I just waste 30 bucks?

If designed for laserjet, there will be no bonding layer on the paper to absorb the ink and it just sits on the surface and gets wiped off. You could always prep your files and go to a office supply store that offers printing and get the final prints done there.
