Sounds like that camera could be on it's way out. That's the camera trying to center itself. So, for now, the camera is fuctioning correctly? does the noise get louder when you try to Pan, tilt, or zoom the camera?

So, it sounds to me like somthing is mechanically wrong with the device, but not enough to stop the device from working. The noise your hearing doesn't sound normal. I can point you to our service dept at 888-248-4143. Call them up and see what they can do for you.
