Also i would like to now how easy / the steps taken to change the cpu... e.g. do i have to take the keyboard off and screen or is their a pannel underneath to remove and have instant acsess.? Most people would consider it to be a challenging task. Changing the CPU requires complete disassembly of the notebook.

The AMD Turion™ X2 Ultra Dual-Core M640 35-W,2.60-GHz with 2-MB L2 cache
AMD Turion X2 Ultra Dual-Core M620 35-W,2.50-GHz with 2-MB L2 cache
are compatible and supported by the BIOS. There are a few other slower CPUs but for a noticeable performance increase at least a 20-300 MHz increase is needed..
I suggest that you become familiar with this dv7Service and Maintenence guide. It is written for technicians, but you still might find it helpful.

done some more research, well trying to find the costs of the 2.60ghz processor spare parts no 576256-001, but on AMD wepsite i carnt find it, do you happen to know were i should look?

That depends on the region of the world you are located in. I live in Europe. If you live in the states, try eBay.
I found this one on eBay. I don't know if I would trust it. The price is way too low to be believable. It seems too good to be true.

i did some more research and i think i found a 2.7ghz processor and i am lead to beleave tht it will work in my machine is this true.

I have the DV6000 HP (2006 model) notebook and I would like to upgrade the motherboard and Grahics card(1gb less than $100). ( with HDMI).
Keeping my existing 2gb ram and other relavent components.
Is it possible to do that.
if yes please some suggest the motherboard type and graphics card.

Upgrading a 2006 notebook with a more modern motherboard and graphics solution for less than $100.00 is just not going to happen, Sorry to have to give you bad news. It is more expensive to upgrade a notebook than a desktop PC.
A notebook is very unlike a desktop PC. It does not come delivered with open access to a motherboard and easily accessible slots to place new video cards in. Upgrading a notebook video graphics is something that normally just cannot be done without making major changes to the notebook. When you buy a notebook you are generally stuck with the graphics solution that you chose when you made the purchase.
There are exotic and (relative to what expensive is to you) expensive external graphics solutions for notebooks available.
