The TDP does matter. The motherboard was designed with a max Thermal Dissipation Power in mind. The numbers are in watts (power). We are looking at a Q9100 with FSB 1066 and TDP of 45, original CPU has FSB 1066 and TDP of 25 (aka low power consumption processor) The Quad would draw almost twice the power of the original processor and is not on the list of supported processors. It appears that the best compatible processor is the Intel Core Duo T9300 (2.5 Ghz).
It seems that I was perusing the wrong manual. 😞 Sorry about that.

Mind pointing me in the direction of that manual you read that in ?.. mine says Q9100 is the biggest CPU it will take .. and also I know they come out with them as someone at work has one .. and he is always complaining how hot it gets ..

In the manual(c01295820.pdf) go to the Illustrated Parts Catalog and then to the sequential parts listing. In the list you will find the processors that are compatible with the Intel chipset and the Nvidia chipset. Look at all of the Intel processors that are listed. They are compatible with your motherboard. The Q9100 is not listed anywhere in the manual. Use the search function of the Adobe reader and Intel as the search term.
In the manual the Intel Core Duo T9300 is the fastest compatible processor listed.

Hi,
OK. We are on the same page now. Actually .. it is on page nine of the manual. Are you certain that the Q9100 you bought has exactly the same specs as the one that is listed?
Does the memory that is installed show 533 Mhz speed on the CPU-z Memory tab?
You might have received a non operating processor. Did you buy it new or used?
That can happen, although it is rare. You did apply TIF? Arctic Silver or thereabouts?

Yeah it is exactly the same Q9100 as on page 9, memory with cpu-z shows 399mhz because it's DDR2 800, recommended memory is 800Mhz which I thought was strange because the CPU FSB is 1066, why they don't run 1066Mhz RAM?
I got it on ebay from the USA, the seller has sold many of them and has 100% feedback, it's not an ES, Yes I applied AC5.
I think I am going to try what you suggested with the hard reset, but before I do that I am going to count how many times the caps lock and num lock lights flash, if just once I will not be happy!!

Well I put the Q9100 back in and did the hard reset and same thing as before, flashes the num lock light once then pauses and repeats over and over, I guess the CPU is dead, this would be the first CPU I have purchased in over 10 years to be DOA 😞

. It certainly won't hurt to return the processor and get a replacement or try guaranteed compatible PC8500 (aka 1066 mhz) memory module(s) . You are down to those two items in the troubleshooting list.
The down side of a custom BIOS like the HP products have is that you can't tweak the memory timings to make the memory work.
