Hi I no longer gave NBN and have tried to connect via My Samsung A21 to my hp envy 6000 Allen one unsuccessfully. The printer keeps asking for wifi? How can I connect via Hotspot?

I'd like to help!
We do not recommend you to connect or use Hotspot as the connection is not stable.
However, you may try the following:
You will need to connect your printer to a mobile hotspot from 1st smartphone, and then use 2nd smartphone device to connect to the same hotspot and to the printer, and then it should work. Try that.
If you have only one smartphone that is used at the same time as a mobile hotspot and for printing with the HP iOA app it will not work.
