HP Officejet 3830 printing problem getting the right size printout

iMac running macOS 10.15.2 - When printing with 8.5' X 11 paper the image on the paper is 6' X 4" in stead of covering the whole surface of the 8.5" X 11" paper.  I am sure it is not a computer software problem but is a hardware setting issue. Because, I set the printer to 6" X 4" paper size while I was printing some photos of the same size. Dumb place to put paper size selection and making these selections with printing software on the computer does not fix a problem. My problem is that now I can not find the menu selection on the printer that would fix the problem.

I'd suggest you try changing the print settings. Refer to option#6 from this document.
