Why does it keep popping up on my phone saying printer blocked? And why do I have to pay to print things with this printer? Thats ridiculous.

1.  No way for us to know what you are doing, using, or whether the unknown phone and unknown printer you are using are actually supported.

 

Possible: 

The phone is not supported. 

The application is not supported, not installed, and / or not seeing your network.

 

2.  In general you do not have to pay to "print things" unless you are subscribed to (for example) HP Instant Ink Print-by-Page.

 

Possible:

Setup is incomplete, wrong, confused, or otherwise stuck.

If the setup is confused about the ink cartridges or the subscription status, then, yes - this might "block" printing.

Less likely on a mobile device, the (phone) security software might block certain applications.

Restarting the supported phone might kick free a supported application setup.
